Just for the benefit anyone finding this discussion on the web because they're having the same problem (as I did), this happened to me and I called my client, who told me they were having problems their end and their server was down. I suspect that this is why the issue seemed to be resolved at times by coming back to the project at a later stage.
In my case, as soon as my client's server was up again, this error message disappeared and I was able to translate the file with no issues.
